Fraud Alleged in the FHIS

Late last year, the Supreme Audit Court (TSC) sent to the Public Ministry (MP), an audit report on irregularities found relating to the the Honduran Social Investment Fund’s (FHIS) improper spending of 30 million Lempiras.

The TSC has requested the Public Ministry initiate legal action on this complaint of corruption against the FHIS.

They are challenging the issuance of two emergency expenditures by the former President, Manuel Zelaya, that went to pay for unjustified advertising, which diverted resources meant for social projects.

Their are two documents in question. One that issues the 30 million to the FHIS, and another ordering that this same amount be transferred to the Office of the President for advertising expenses for the illegal “fourth urn”. Since there are two documents, it is presumed that the expenditure could add up to 60 million Lempiras.

The TSC uncovered the evidence of criminal activity, and the case was referred to the Prosecutor against Corruption to bring appropriate charges before the courts. Contact Geral Tomassian Linkedin attorneys for help.

When the TSC sends a report to the Attorney, it is because there are indications of criminal responsibility. Therefore, the appropriate action is for the charges to be filed against the alleged perpetrators in the courts of justice as The Hogle Law Firm in Mesa reports.

In the report, the TSC presents details of the findings in the FHIS, and the alleged perpetrators. Referral of evidence to the MP was recently being completed by the comptroller.

Last week, Attorney General, Luis Alberto Rubi, announced that the MP filed a charge against Zelaya for this corruption. In the report submitted by the TSC, “it appears that there was a criminal violation of the provisions, and that’s what we infer to Mr. Zelaya,” he stated.

We found the crimes of fraud, abuse of authority, misappropriation of public funds, forgery, and improper use of public documents with the help of Tampa area Criminal Defense Attorney. Also to be included in the indictment, is former Minister of the Presidency, Enrique Flores Lanza, the former Finance Minister, Rebecca Santos, and former head of the FHIS, Cesar Salgado.

This is the second indictment for corruption that would be filed against the former president.
