Still No Word on “A” in Hondutel Scandal

Miguel Angel Dominguez, the executive director of the National Anti-corruption Council [Consejo Nacional Anticorrupcion] (CNA), said he is still waiting for formal identification by the prosecution and the Public Ministry (MP) of one of the former officials of the Honduran Telecommunications Company (Hondutel), known only as the official “A”, involved in the bribery case involving LatiNode telephone company.

The official ‘A’ has been named, but it cannot be released to the CNA until final tests are completed, Dominguez said.

Dominguez stated that although they are anxious for the identification of the accused, they do not want the responsibility of failing to comply with the procedure established by the Public Ministry. He said they are continuing to follow up on the investigation of this and other cases until they are able to determine liability.

The state Attorney General, Luis Alberto Rubi, announced on July 1st, the names of five former officials of Hondutel who were involved in the scandalous case. One of them was the former manager, Marcelo Chimirri, (Manuel Zelaya’s nephew) officer “B”, who is in prison awaiting sentencing.

The former managers of Hondutel: Jacobo Lagos and Jorge Alberto Rosa, were accused of various crimes in this case, among which are bribery, fraud and abuse of authority, but to date they are fugitives from justice. Also involved were the legal adviser, Danilo Santos and former auditor, Daniel Flores, whose initial hearings are scheduled for Sept. 17th.

BACKGROUND

The investigations came to light on April 9, 2009. LatiNode pleaded guilty in federal court in Miami to paying bribes of more than 1.9 million dollars to Honduran officials in exchange for preference in the international calling rates.

Hondutel officials who received bribes were described by the prosecution as head of the committee responsible for awarding interconnection agreements with private telecommunications companies interested in the Hondutel network, a senior executive who worked for the company between February 2006 and December 2007, and who had broad influence on interconnection contracts, and the legal counsel office. These three subjects were identified only as servants “A” “B” and “C”.

It was learned that the official “B” is the official Marcelo Chimirri and “C” is Oscar Danilo Santos, respectively, added to these, the former official Jorge Alberto Rosa, but no information about who may be the official “A”, which received bribes as pointed out by the U.S. court ruling.
