Arturo Valenzuela to Leave Position

The U.S. government’s top diplomat for Latin America will be leaving his post this summer as the Barack Obama administration struggles to engage its American neighbors.

In an email to staff members late Thursday, Arturo Valenzuela, the United States Assistant Secretary of State for Western Hemisphere Affairs, said he would be returning to his duties as professor of government at Georgetown University.

“As you may know the University gave me a two-year leave of absence to serve in the Administration —and those two years have come to an end this spring,” he wrote in an email to colleagues. “Although the exact date of my departure has not been set, it will take place sometime later this summer.”

Central America Leaders Meet with UN Secretary General

Leaders of Central America from Belize, Panama and the Dominican Republic will join Honduras to make a formal presentation to the UN Secretary General, Ban Ki-moon today. The topic is Regional Security, Environment and Climate Change, and the Commission Against Impunity in Guatemala (Comisión Contra la Impunidad en Guatemala [CCIG]).

The President arrived in Guatemala a private flight accompanied by the Minister of the Presidency and Presidential designee, Marie Antoinette Guillén; the Foreign Minister, Mario Canahuati; the private secretary of the Presidency, Reinaldo Sánchez; the Security Minister Óscar Álvarez; and UN representative, Mary Elizabeth Flores. They were greeted by the Ambassador of Honduras in Guatemala, Jorge Miguel Gabrie, who invited the Honduran delegation to meet the personnel of the diplomatic mission.

The Honduran group met at the National Palace of Culture, where they exchanged views with their counterparts in Central America, Belize, Panama and the Dominican Republic. The meeting was chaired by the President of Guatemala, Álvaro Colom. Each head of state and government made a 10 minute formal presentation to the UN Secretary General, Ban Ki-moon.

The presidents of the participating nations and their delegations of government, are posing for an official photo with the UN Secretary General before holding a joint press conference, and then retiring to lunch with the Guatemalan President in the courtyard.

It is expected that President Lobo Sosa and his entourage will be back in Honduras at 5:00 pm.

IDB Meets in Honduras

The President of the Inter-American Development Bank (IDB) Luis Alberto Moreno, arrived in Honduras along with other executives of the IDB to participate in the XXV Meeting of Governors being held on March 3rd and 4th in the capital of Tegucigalpa.

The meeting is a forum for dialogue between the Board of Governors, which are usually the Finance Ministers and Central Bank Governors, and senior management of the IDB in advance of the Annual Assembly of Governors to be held in Calgary, Canada at the end of March.

Attending the meeting are the governors of Belize, Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, Panama and the Dominican Republic, as well as CEOs and directors of these countries to the IDB.

Participants will discuss the economic outlook and issues of concern to Central American governments and the Dominican Republic regarding public safety, tax reform, climate changes, natural disasters and regional integration.

The representative of Honduras at the IDB, Marlon Tábora, said that “Honduras has the privilege of hosting an event as important as the regional meeting of the IDB governors prior to the General Assembly.”

Mr. Tábora noted that they will discuss the issues of regional security, integration in trade and customs, reforms, fiscal sustainability, and proper management of debt.

The IDB President, Luis Alberto Moreno, will also be meeting with President Porfirio Lobo Sosa.
