No Budget Increase Requested

The Honduran legislature reported on the implementation of their budget allocated in 2010; and for the first year ever recorded, their expenditures stayed within the 520 million lempiras set by the Ministry of Finance.

Congress is also one of the few entities that did not request any increase in their allocation for next year, despite the plans for the modernization of equipment and investment in staff training.

Their report demonstrated that they have used 74% of the budget for 2010, and will use the remaining 26% to cover the expenses of the third quarter.

The National Congress is chaired by lawyer Juan Orlando Hernández, who organized the first public hearings, attended by members of the Court of Accounts, where each state entity would report on how their budget was used this year, and what the plans are for their budget in 2011.

Those attending this public hearing of Congress were able to learn of all the advances and modernizations that took place this year, such as the installation of an electronic voting screen, a media room, the TV broadcasting of all sessions of Congress, including webcasts, the restructuring and training of staff, and the elimination of State exemptions for Congresspeople, in order to support Honduras’ financial recovery.

Tegucigalpa Hospital Without Oxygen

School Hospital officials reported that their suppliers have again suspended oxygen service to the medical center because of the accumulated debt it has with the provider.

Oscar Salgado, managing Director of the hospital, said that “oxygen service has stopped for two days at the central level, and that the service is important because we need it to perform system-wide operations”. He implored Congress to approve a budget in order to avoid stopping the services provided by the institution.

The director noted that the hospital is in debt to many suppliers, one of which is the oxygen company, for which they spend on average, 20 million lempiras a year. He acknowledged that until now, the providers have given them credit so that the hospital services do not stop.

“But as of this date, providers are beginning to ease up and tell us that they will not give us product because we have no budget for the payment of debts,” he lamented.

Congress President Visits Hospital

The Congress President, Juan Orlando Hernandez, visited the Regional Hospital in the port city of San Lorenzo, to find out the pressing needs of this important hospital in Southern Honduras.

One of the great problems for this medical center, is its location. The hospital is adjacent to an oxidation pond that generates pollution; and citizens, patients and employees are increasingly exposed to and acquire many diseases from it.

To solve the problem, Hernandez Alvarado announced that by June 4th, the hospital will receive the first disbursement toward solving the troubles caused by the lagoon. This is in thanks to a partnership effort between the deputies of Valle and Choluteca, the foundation that supports the Regional Hospital, and the president of the Health Commission, Mauricio Oliva.

Another urgent issue for the hospital has been the need for more staff. Hernandez announced that they will hire more medical staff and nursing services, and that arrangements for this have already been made with the Secretary of State for Health, Arturo Bendana.
