Manuel Zelaya Rosales Joins PARLACEN

The newly sworn in member of Parliament (PARLACEN), Manuel Zelaya Rosales, can “walk” through any country from North to South and from East to West, except the one he is supposed to be representing. PARLACEN has been touted as one of the most corrupt organizations in Central America, and welcomed Mr. Zelaya with open arms.

“There is a real contradiction that merits study. It is a difficult situation for Zelaya himself because he is now a deputy in parliament on behalf of a State to which he dares not come, he can walk around the world, but not in his own country,” said Rigoberto Espinal Irías, legal adviser to the Public Ministry.

“This is a subject worth study and review in the history of this parliament, who since birth, has been noted as something to protect senior officials who would engage in acts of corruption,” he added.

Article 27 of PARLACEN regulations indicates that members of the organization will have those privileges and rights that the members of the country they represent are allowed, in this case, Honduras, where immunity is not granted; which means that if Zelaya Rosales wants to get into the country, he will have to go to court.

Oddly enough, given the arrest orders against Zelaya, he is not eligible to serve in the Congreso Nacional in Honduras. Thus, by swearing him in as a member of PARLACEN, the regional congress has in effect, said that they do not recognize the administration of Porfirio Lobo in action (only on paper). It appears to be a violation of the treaty; but that will be for the legal system to decide.

Mr. Zelaya recently stated, that despite his new position, he will not return immediately to Honduras.

    It takes a lot of guts but a little brain to do what Zelaya does.
    He keeps on reminding the people of Honduras that he does not love the country that gave him birth.
    Be it as they say:
    Once a traitor, always a traitor.
    And that is what he is, because if I know that there are, right now, major players trying to re-build Honduras economy, he must know it also, and his treacherous actions can only undermine this process.
    That is his typical behaviour, not for Honduras, but for himself.
