Instead, President Lobo plans fly to Madrid where the May 18th and 19th summit is being held, and attend various meetings, but will stay away from the main summit.
“What we are going to do is to stay on the sidelines and that way the initiative taken by the southern group will not hurt activities promoted by the Spanish government,” Honduran Foreign Minister Mario Canahuati announced.
Lobo will meet Spanish Prime Minister Jose Luis Rodriguez Zapatero and King Juan Carlos and join talks between Rodriguez Zapatero and the Central American leaders who do recognize Lobo.

I hate to second guess someone who is in reality face to face with these issues, BUT, at first glance this seems to be a cowardly stance. I am sure it will encourage a bully like Chavez to think he really has Lobo’s number. Maybe he has good reasons for ‘speaking softly’, but bullies look for weaknesses, and I am sure Chavez is crowing on the roof of the henhouse about now.
