Truth Commision Investigation Confirms Illegal Pilfering of State Funds by Ex President Manuel Zelaya

Corruption during Ex-President Manuel Zelaya term confirmed.

The Court of Auditors also reported irregularities in management Micheletti.

The Court of Auditors, pursuant to a recommendation from the Commission of Truth and Reconciliation , completed audits of the government of Manuel Zelaya and Roberto Micheletti.
The report was recently submitted to the committee under the coordination of Guatemalan Eduardo Stein.
We know now with complete satisfaction, now that the audits have been completed in the two periods in question,” said Stein. According to the report, 17 acts of corruption were found during the management of Zelaya, which translates to a waste of US $ 17,332,738. A portion of these funds have been identified as personal expenses including but not limited to maintaining and transporting 3 of horses as well as the purchase of various luxury jewelry items.

In addition, $ 600,400, were pilfered as theft from the following funds: The Central Bank, the Presidency, Ministry of the Presidency, FHIS, Hondutel COHCIT, Secretaries of Defense and Interior, all of which were reported by the accounting performed by the TSC.
Of the 17 cases , 14 have evidence of criminal liability, so they were referred to the Attorney General to proceed to court.

Two specifications are reported imposing fines and administrative responsibility refers to a lack of civil type. Most of the irregularity identified relates to breach of the Contract Law of the State, issued emergency decrees unjustified direct purchases. Likewise, squandered resources for publicity and diversion of funds for the illegal fourth ballot.

The Court of Auditors presented its report on the exposure of irregularities in three reports which are detailed and reported in the amount of US $ 275,089 which could be categorizes as wasteful.

The irregularities incurred by the Ex-President Manuel Zelaya indicate with evidence of criminal and civil liability of been submitted to office of the Attorney general and will be evaluated for the proper course of action which should included setting of trial dates. An investigation is still underway in the Ministry of the Presidency.

It is important to note that these report by the TSC Office of the General Accounting have complied with 100% of the requirements both nationally and internationally requested by the Truth Commission.
