Permanent Contingency Commission, COPECO, declared a red alert in the departments of the Bay Islands, Colón, Atlántida and Gracias a Dios due to the threat of Tropical Storm Richard. COPECO also declared a yellow alert in the departments of Olancho, Yoro and Cortes because of the storm.
