The boxes will be distributed at a national level through civil volunteers, since the Armed Forces have been warned to abstain from collaborating in the endeavors.

The referendum allegedly asks the population if they are or are not in agreement to include a fourth ballot box in the November 29th elections, for the purpose of asking for a meeting to re-write the current Constitution, in effect since 1982.

The initiative of President Zelaya has generated tension between the National Congress, the Electoral Supreme Court and the Public Ministry; institutions that are against the referendum and consider it illegal according to the current Constitution.
